Community participation, interagency cooperation, and the distribution of democratic dividends to rebellious communities were among the non-kinetic methods that General Musa emphasized as crucial in tandem with military action. To restore peace, he emphasized, all security services are working together in harmony.

The meeting was attended by key security chiefs, according to Furucinovel. Among them were Mallam Nuhu Ribadu, the National Security Adviser (NSA), Mr. Adeola Ajayi, the Director-General of the Department of State Services (DSS), and Kayode Egbetokun, the Inspector-General of Police (IGP).
