This directive was issued in a memo dated August 15, 2025, signed by the Commissioner for Education, Prof. Bernard Ikegwuoha, and sent to parents, guardians, and other stakeholders.

According to the new policy, graduation ceremonies will now only be allowed for students completing Primary 6 and those finishing Senior Secondary School 3, SSS3, in accordance with the 6-3-3-4 education system.

The government has also mandated that textbooks should have a minimum lifespan of four years to facilitate reuse by siblings and to alleviate the financial strain on parents. Schools have been cautioned against straying from the approved textbook list.

Ikegwuoha clarified that these measures aim to prevent exploitative practices in schools, promote consistency in teaching, and ensure that the focus remains on students’ academic success. This policy is effective immediately.
